Some of it is way, way out there (like the speculations on the ABA and titles of nobility).
The material on CAFR is really good. I’ve seen the issue raised before. When local governments give you the poor mouth about the absolute crying need for a millage or sales tax increase, you can bet your bottom dollar they don’t want people snooping through the CAFR and seeing what hidden assets they have bringing in off-budget income.
